On July 22, 2025, the Maltese government officially issued Legal Notice No. 146 (L.N-146 of 2025), revising the Permanent Residence Plan (MPRP) - adding temporary residency, adjusting fee structures, and optimizing property rental flexibility.

The three core changes of Malta's permanent residency policy:
More flexible and clearer
1、 New residence adjustment allows applicants to apply for a "1-year temporary residence permit" when applying for permanent residency
After passing the background check, the application will be issued, and complete application documents can be submitted within 6 months;
If permanent residency is approved in principle and obligations are fulfilled, temporary residency will be directly transferred to permanent residency.

2、 Cost structure adjustment, with no change in compliance investment and charitable donation amounts. The following expenses have been updated:
Administrative management fees totaling 60000 euros (15000 euros to be paid upfront and 45000 euros to be paid after approval);
● Additional applicant fee, 7500 euros per person other than spouse (same price for newly added dependents after approval).
Maintain unchanged cost reference - Charity donation of 2000 euros, minimum rental fee of 14000 euros or more per year in the main island of Malta/Gozo, and purchase fee of 375000 euros or more in the main island of Malta/Gozo.
3、 Real estate rental is more flexible, increasing investment value:
When the buyer does not reside, they can temporarily rent out the property (previously, there were strict restrictions on renting);
After completing the first 5-year lease term, tenants can sublet with the landlord's consent (to increase flexibility).
For investors who rely on housing for their livelihood, real estate liquidity is better.

No criminal record, purchase Maltese medical insurance;
